In Mozambique, we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane and Nampula. These projects are programmed along our three strategic pillars: Girl Education, SRHR, and YEE. Our work is gender transformative and includes influencing work at national and sub-regional level.

Purpose of the function

The purpose of the function is to spearhead Business development andensure funds are raised to support the achievement of country targets regarding the funding portfolio, while assisting Plan Mozambique to develop a strong professional image among Plan donors so that additional grant funding is acquired to grow and support Plan's programs in Mozambique.

Dimensions of the function

   » The post holder is a born member of the country management team and must be loyal to the CMT decisions at all times;
   » The post holder will report to the Country Director;
   » Maintaining a strong donor portfolio development in Mozambique with institutional donors and expanding the corporate donor base;
   » Proactively works with National Organization (NO) counterparts to identify and win appropriate grant opportunities;
   » supervises and coordinates the development, writing and packaging of prosperous grant proposals from concept through to award.

Accountabilities (but not limited to)

Plan Mozambique has a portfolio of appropriate, medium and large grants and pipeline of future funding opportunities to maintain agreed future grant expenditure targets.
   » Update the Resource Mobilization Strategy in line with the Country Strategy(CS), Regional Resource Mobilization Strategy (RRMS) and significant NO business plans. The strategy is further regularly reviewed to ensure mapping between program priorities and donor opportunities, ensuring coordination with significant National Organization colleagues;
   » Ensure that at least 90% of grants proposals that are submitted are prosperous;
   » Systematic development of excellent working relationship with donor representatives and NO counterparts.
Plan Mozambique has expanded its capacity so that Information technology is able to further develop strategy and pursue funding opportunities prosperously.
   » UsetheSWOT analysis developed with the team, design and deliver capacity development work for individuals and teams. This will include coaching and mentoring to support staffs capability in :
   » Research where potential opportunities for grants funding can be found;
   » Produce and regularly update a comprehensive mapping of all donor opportunities (by sector and geography) in Mozambique;
   » Package grant proposals to suit the requirements of different donors, including working with the Communications team to develop separate marketing collateral aimed at different audiences (NOs, Institutional donors, Corporates etc);
   » Build prosperous, proactive relationships which align donors priorities with program needs;
   » Ensure prosperous n-going donor relationship management and ?ownership' of relations with donor representatives locally;
   » Understand which sources and types f funding are / are not appropriate to CO needs;
   » Develop strategic partnerships;
   » Understand how to effectively represent the organization;
   » Facilitatecollaborative working between Resource Mobilization and the ProgramTeams.
UsetheSWOT analysis, develop and run systems in-house for the process of exploring, analysing and accessing funding opportunities. This might include:
   » Set up pipelines for project development;
   » Develop a knowledge bank of donor requirements and systems by donor;
   » Set up a roster of appropriate resources/consultants for proposal development should that capacity not exist internally;
   » Agree a robust; transparent bid/no bid system.
Ensure alignment of CO systems and processes with the Regional Resource Mobilization strategy and global reporting systems, including ensuring timely end of quarter reporting of all new grants signed and current pipeline.
Ensuring there is regular and effective liaison with all key internal stakeholders (e.g.ProgramQuality, Finance, Human Resource and operations) to ensure there is a joined-up approach to the acquisition of grants.
Ensuregrant submission achieves 100% of applicable full cost recovery-following the cost recovery policy.
Identifythe systemic and structural issues that may impede grants growth in Mozambique and identifying and implementing mechanisms to overcome them.
Establishand trackindicators for improved accountcapability for grants growth.
A comprehensive tracking, evaluation, monitoring and reporting framework for external grants is developed in coordination with the MEAL team and the program team.
Perform any other tasks within the scope of this position as assigned by the manager
Ensures that Plan International's global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in conformity with the principles and requirements of the policy including significant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in conformity with the appropriate procedures.

Key relationships


   » Excellent working relationships will need to be built with the Program Director, (Senior) Program Managers and PAM(s), National Organization counterparts, the Country Director and Country Management Team and with the Regional Resource Mobilization Manager. The post holder will also be required to work closely with Country Finance team;
   » Regularly inform and advise country's grants and management teams of strategic funding information and trends to ensure Plan has necessary information to secure funding.


Current large donors through national offices ofNLNO, FLNO,KNO,JNO, GNO amongst others. Mozambique intends to maintain grant funding from bilateral and multilateral donors, including EU. The CO also plans to diversify its funding base to include corporate and foundations.

Technical skills, skills and knowledge


   » Degree in Social Sciences or related discipline;
   » 10 years' work related practice in NGOs;
   » Proven progressive practice as a development professional in similar management and senior management functions;
   » broad practice in fundraising, quality proposal development and networking;
   » Demonstrated practice in designing and leading strategic planning processes;
   » Knowledge of key program areas including, education, livelihoods, protection, civil society strengthening and disaster risk management, with a sound knowledge of integrated development issues and the capability to conduct a critical analysis of some structural causes of child poverty.
   » Knowledge and practice in project management cycle;
   » Strong practice in report writing;
   » capability to prioritize work effectively for execution with limited resources;
   » capability to work independently without close supervision;
   » Strong planning and organizational skills;
   » Analytical skills;
   » Communication skills;
   » High level advocacy skills;
   » Facilitation and negotiation skills;
   » Proficient in computer skills and use of significant software and other applications;
   » Knowledge about Mozambique funding environment;
   » Proactive, demonstrates record of creativity and entrepreneurship;
   » Excellent English oral and written communication skills;
   » Advanced negotiating skills.


   » Master's Degree in Social Sciences or other equivalent

Office located positions with some frequent travels to the Program Areas, and outside Mozambique whenever necessary. 30% travel.

Annual remuneration– USD54,000.00
