About PCI Media:


Founded in 1985 as a 501(c)3 nonprofit in New York City, PCI Media is an international NGO with over three decades of practice designing and implementing Social and Behavior Change Communications campaigns at the local, national, regional and global levels in health, social justice and environment sectors. Our headquarters and field offices (in St. Lucia, Bolivia, Peru and Mozambique) collaborate with implementers from civil society groups and funding partners from UN agencies, government and foundations. We build local communication capacity, and use mass, social, community and trans-media applications that allow for distribution of information, education and entertainment content to large audiences in many countries.

Position Summary:


USAID funded the Media Support Program from 2012 with the overall objective of a free, open, diverse and self-sustaining Mozambican media sector providing high quality information to all citizens that promote debate, accountcapability and development. Now USAID intends to continue this support over the next five years, with particular attention being paid to: supporting the community radio sector; and strengthening urban independent media sustaincapability. This will be conducted through a Co-operative Agreement with a value of approximately $10 million. The Finance and Grants Director (FGD) will be located full-time in Maputo, Mozambique and will report to the project's Chief of Party. The position is contingent on funding and final award by USAID.

Principal tasks and Responsibilities


   » Provides overall project management for finance, accounting and administration activities;
   » Ensures compliance with USAID requirements, PCI Media internal regulations and local laws and practices;
   » Ensure that all transactions are entered into the accounting system; reconcile monthly accounts; prepare monthly reports and assist with annual audits;
   » Trains, supervises and mentors finance and administration staff;
   » Produces and/or reviews timely and accurate financial reports, including preparation of
monthly financial reports and donor reports in conformity with donor guidelines;
   » Develops and manages project budget. Conducts budget forecasting in collaboration with
senior project staff;
   » Manages bank accounts, local transfers and payments to suppliers and staff (e.g., payroll);
   » supervises all project procurement and contracting, ensuring compliance with USAID requirements and PCI protocols;
   » Ensures expense reports are properly submitted, and that all expenses are reasonable, allocable and conform to financial principles and guidelines;
   » With input from appropriate project staff, maintains cash forecasting system to ensure adequate funds are available to execute project activities;
   » Develops and supervises maintenance of a project filing system for financial and administrative documents in both soft and hard copy.

Grants management:


   » Provide grants management, including pre and post- award grants management;
   » Maintain the grants proposal budget system; review grant proposals prior to approval;
   » Setup grants in accounting system, reporting system, timesheet system and any other grant
tracking tool;
   » Prepare grants financial reports, invoices and payment requests; proactively review grant financial reports to ensure compliance with grant requirements, internal policies and procedures, GAAP and USAID rules and regulations.

Qualifications


   » 7+ years of senior management and financial management practice required, preferably for USAID-funded projects with budgets of $5M or greater;
   » Degree in significant area required; MBA degree and/or CPA highly desired;
   » practice superviseing financial activities and grants management in Sub-Saharan Africa, preferably in Mozambique;
   » expertise of sub-award management and procedures and accounting software;
   » Demonstrated skills with USAID financial rules and regulations;
   » Proven capability to supervise, mentor and support staff;
   » Excellent written and oral communications skills;
   » Professional fluency in English required;
   » Good Portuguese or very strong language skills and availability to lgain Portuguese rapidly
